We will offer opportunities for individuals to increase their social awareness skills and build meaningful relationships. We will support each individual in their ability to make informed decisions regarding their personal choices and support that provide resources for effective skill building.

Founded in 1994 by Matthew and Bobbie Bradley, Heart & Soul Assisted Living and Heart & Soul C.D.C. were established with a mission to serve a population often neglected by other institutions—the mentally challenged, as it was referred to at the time. Nestled in the East End of Newport News, Virginia, the Bradleys opened their doors to six residents, individuals often overlooked and underserved. Their vision was both simple and profound: to provide a safe and nurturing environment for those with no place to turn.
A Vision Rooted in Family and Community Service
Bobbie C. Bradley, a Licensed Practical Nurse and former president of Heart & Soul L.L.C. and C.D.C., worked alongside her husband, Matthew Bradley Sr., a self-employed contractor. Together, they dedicated themselves to caring for those with mental health challenges, homelessness, and other complex social needs. Despite facing financial hardships—earning far below minimum wage and unable to afford health insurance or college tuition for their children—the Bradleys' unwavering commitment to service became a lifeline for many. Their efforts particularly impacted those discharged from Eastern State Hospital and similar facilities.
Matthew Sr. spent his days as a contractor and his nights as a direct care staff member and administrator, while Bobbie balanced her work in psychiatric hospitals with managing the facility. Together, they worked tirelessly, driven by a deep belief that everyone deserves care and compassion, even in the face of adversity. Their children, Matthew Jr. and Ednora, grew up immersed in this environment, instilling in them the values of dedication and service.
More Than a Facility—A Lifeline for the Vulnerable
Heart & Soul’s impact extends far beyond providing assisted living. Over the years, it has evolved into a cornerstone of the community, offering a range of programs designed to support the most marginalized. From mental health skill-building to psychosocial rehabilitation, and providing resources for those with criminal histories, Heart & Soul has remained steadfast in its mission to uplift lives often left behind.
In addition to its residential services, the Bradleys’ commitment to creating opportunities for all led to the establishment of Heart & Soul C.D.C. This branch of the organization offers vital training and support for individuals facing barriers such as criminal records or a lack of formal education, helping them enter the health and mental health care industries.
A Legacy of Endurance and Impact
Matthew Sr.'s famous words, "If you want it, you gotta go get it," still resonate within the core of Heart & Soul's mission. Despite financial struggles, the Bradleys have kept their doors open for 30 years, making Heart & Soul one of the longest-serving institutions of its kind in the area. Their unwavering love and dedication have touched countless lives and built a legacy of compassion, service, and community impact.
As we celebrate our 30th anniversary, we honor the enduring legacy of Matthew and Bobbie Bradley, whose vision continues to drive Heart & Soul. The organization remains a beacon of hope and support for the Hampton and Newport News communities, inspired by the same passion that began in 1994.
